Helping to Educate and Rebuild Cambodian communities


The United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) initiated the project: “The Human Dignity Initiative: Community-based safety nets as tools for human development” with the financial support from the Japanese Government. The Human Dignity Initiative promotes the adoption by local governments of approaches to policy formulation and implementation and the establishment of partnership between all stakeholders (i.e. community, Government, private sector). Specially, the project aims at the formulation of a framework that provides an economic, political and social environment conducive to the establishment of a community-based support system.


In December 2002, Cambodian Volunteers for Community Development (CVCD) was selected to implement this program in Cambodia. The process of the project included: Organizing a 5-day training workshop for community leaders from communities authority leaders, and CVCD staff. The workshop introduced participants to the project and taught them effective skills in communication and consensus building, planning, monitoring and evaluation. Conduct research to find five communities that meet the project’s criteria, assist in the development of project plans with each community

The following projects were implemented as a result of the UNESCAP project:


Stoeung Kamboth Community:
This community developed 5 community enterprise projects. The community divided into groups of 9 -15 families and established and managed a number of small businesses including lotus and livestock farms.


Krang Angkrong Pei Community:
This community decided on building roads to improve access to this community. This has increased their access to transport, markets and services.


Prek Tanou Community:
After the community met several times it was established that a key priority was to improve access to clean water in the community. The community leaders assisted by CVCD, collaborated with the Clean Water Authority of Phnom Penh. As a result new pipes and drains were installed increasing access whilst reducing the financial cost of buying clean water.


Rotest Phloeung Bay Community:
This community focused its funds on the operation of a non formal education program for children in the community. Over 150 children were able to learn how to read and write Khmer.


Anlung Korng Community:
This community used its funds to raise the level of the land to prevent flooding experienced during the rainy season. Over 750 trucks of land were delivered to the community during the 3 month project. A large number of community members assisted in the physical labour required once the land was delivered. As a result houses in this community are no longer under water providing a healthier and more comfortable living environment.
